Mexico congratulates Bolivia's Morales on election 'victory'

Mexico quickly offered congratulations to Bolivian President Evo Morales on his re-election "victory" on Thursday, following a disputed race in which the opposition has alleged fraud and Morales accused rivals of staging a "coup."
